ABSTRACT

In academic literature on European Political Cooperation (EPC), reference is often made to the San Jose Conferences, which serve as a framework for the economic and political support offered by the European Community (EC) to Central America. The Conferences constitute a welcome example of EPC's ability to go beyond the level of "common information" and even "common perception" to eventually reach the level of "common action." If one is to test a matter as complex as the consistency of EC and EPC action, a clear definition of the concept and a well considered theoretical framework are indispensable. The nature of the interests involved influenced the form of action taken. The Twelve sought to improve their political profile while the Isthmus was intent on getting out of its political and economic crisis and becoming less dependent on the US. The only way for EC/EPC to gain credibility as an independent force was to help Central America in an effective fashion.
