ABSTRACT
The European Investment Bank has been financing environmental protection projects since 1975 and energy conservation since 1979. The very low proportions of total financing devoted to these sectors over the twenty-two years, 1958-80, are partly the result of the slowness of the Community and, in varying degrees, of its member states to act on either count.
