Forest Protection under French Forestry Policy - The Special Case of Integral Nature Reserves.

In France, history is, alongside the natural sciences, an essential parameter for understanding the distribution and structure of stands and the composition and development of forest vegetation. Extensive partitioning of land and diversity of forest conformation make theoretically attractive approaches to management and wooded area protection difficult to apply. Policies designed to protect forest ecosystems must consider this situation. Establishing integral nature reserves remains relevant together with the technical and policy decisions taken in this area that are founded on five major categories of criteria. The French plan that will contribute to the European network of integral reserves was devised jointly by the Office National des Forêts (French Forest Board) and its supervisory authorities in 1998. It is embodied in the objectives contract between the State and the ONF for the 2001-2006 period. This is an original, integrated approach that is suited to the French context.
En France, l'histoire est un paramètre indispensable, aux côtés des sciences de la nature, pour comprendre la répartition et la structure des peuplements, ainsi que la composition et l'évolution de la végétation forestière. L'importance du morcellement foncier et du morcellement de la physionomie forestière impose d'importantes contraintes par rapport à des approches théoriquement séduisantes de gestion ou de protection des espaces boisés. La politique de protection des écosystèmes forestiers doit tenir compte de cette situation. La création de réserves intégrales demeure cependant un enjeu d'actualité, les décisions techniques et politiques en ce domaine pouvant se fonder sur cinq grands types de justifications. Le projet français de contribution à un réseau européen de réserves intégrales, associant l'Office national des forêts à ses tutelles, a été défini en 1998, et consolidé par le contrat d'objectifs État-ONF pour la période 2001-2006. Il s'agit d'une approche originale et raisonnée, adaptée au contexte national.
