Implementation Deviation of Marine Works EIA Approval Policy in China:A Study on Symbolic ExecutionChinese Full Text

Abstract: With the increasing frequency of marine development activities, a number of policies have been introduced to Marine Works EIA Approval Policy from central government to local levels. But when local governments implement Marine Works EIA Approval Policy, symbolic execution bias arises. Through the analysis of the case about Approval of Sea Drainage Project in Qidong city, Jiangsu Province, we find that the symbolic execution bias includes formalistic approval, perfunctory in consultation with the related institutions and the public. This paper also discusses the causes of the deviation from several aspects as follows. First of all, local government is motivated by self-interest and some relevant officials lack sense of responsibility. Moreover, the faultiness of the policy and the poor policy implementation environment also contribute to symbolic execution bias. To solve such bias problems, it is necessary to perfect the performance evaluation contents of local governments, cultivate the public responsibility consciousness of the policy executors, improve the policy and optimize the policy implementation environment. Based on the above efforts, it is possible to ensure the effective implementation by local governments and achieve the policy objectives.
