삼면이 바다로 둘러 쌓여 있는 우리나라는 한정된 국토를 가지고 있다. 한정된 국토를 어떻게 사용하는가에 따라 우리 다음세대 또는 다다음세대에 훌륭한 자원으로 물려줄 수 있을 것이다. 그 중에서 우리가 원하든 원하지 않든 자연환경에 의하여 국토의 외형이 변할 수 있다. 제일 환경의 영향을 많이 받는 곳이 물과 맞닿아 있는 곳이라고 할 것이다.
흔히 침식이 있으면 퇴적이 있기 때문에 그 양은 동일하다고 하겠지만 원하는 곳에 침식과 퇴적이 일어난다면 아무런 문제가 되지 않지만 그렇지 않기 때문에 문제가 있는 것이다. 이러한 침식과 퇴적 작용을 방지하기 위하여 연안관리법을 제정하여 국가가 관리하고 있지만 현행 연안관리법은 연안침식에 대한 문제해결 방안이지 사전 예방적 내용을 담고 있지 않기 때문에 침식 방지를 위한 대안을 마련하는 것뿐만 아니라 연안에 침식을 줄 수 있는 모든 행위들에 대하여 사전에 평가하여 사전에 미리 보호하는 정책이 필요한 시점이다.
1992년 브라질 리우데자네이루에서 개최된 유엔 환경개발회의를 통해 연안수역의 통합관리를 위하여 권고하였다.
이에 따라 연안침식과 관련되어 있는 미국, 영국, 일본 등의 국가에서는 연안뿐만 아니라 강이나 호수와 연관되어 있는 곳까지도 모두 침식을 방지하기 위한 규정을 두고 있다. 이는 연안에서의 무질서한 개발억제와 자연자원의 보호를 위한 목적으로 연안침식을 대응하기 위한 노력을 하고 있다.
1990년대에는 유엔환경개발회의의 영향으로 선진국에서는 연안관리를 위한 통합적인 관리제도를 도입하는 등 많은 노력들을 진행하고 있다.
연안관리를 위하여 전 세계적으로 법률을 제정하거나 정책을 집행하는 성격을 보이고 있다. 물론 연방국가의 경우 연방에서 추진하는 경우도 있고, 주정부 차원에서 진행하는 경우도 있으나, 일반적으로 지역사회를 기반으로 주정부 차원에서 정책을 수립하고 연방정부에서 지원하는 경향으로 나타난다.
우리나라의 경우 중앙정부에서 법률을 제정하여 주도적으로 규정하고 있으나, 해안에 있는 도시에서 연안침식의 문제를 더 실감하고 있다.
이에 따라 더 이상 침식과 퇴적으로 인한 문제로 해결하기 위한 노력과 비용을 지출 할 것이 아니라 이를 예방하여 국토를 지킬 수 있는 방안이 마련되어야 한다.

Therefore, it is necessary to not only suggest an alternative for preventing erosion but also make proactive action by evaluating all possible situations. It is advised to manage the costal waters at the UN conference on environment and development in Rio de Janeiro, Brazil, in 1992 For this reason, the nations which are related to costal erosion such as US, UK, Japan and so on have the regulations for preventing rivers and lakes as well as costal areas from erosion. These nations make an effort to curb disorderly developments and preserve natural resources. The developed countries have made a lot of efforts by introducing integrated management system for costal management since the UN conference on environment and development in 1990s. For costal management, the act has been established and the policy has been enforced all over the world. It is carried out by federal or state government in the federal state. Generally, based on the local community, state government establishes a policy and federal government supports it. In Korea, central government makes the law and enacts a provision actively. The cities in the costal areas realize the problems.
