1990년대 후반부터 영국의 노동당 정부가 예산을 배분하고 집행해온 도시재생사업은 물리적 재생에 국한된 것이 아닌 사회경제적 재생을 동시에 추구하고 있다는 특징이 있다. 낙후된 도시지역 재생의 목적은 물리적 시설의 상태 개선뿐 아니라 살고 있는 사람들의 생활의 질 향상 및 소속감 증대 등 그 지역의 사회경제적 재생을 포함한 종합적 재생을 통해 전 지역이 일정 수준 이상의 삶의 조건을 갖추어 나가도록 하는 것이다.
본고에서는 영국정부가 추진하고 있는 종합적 도시재생사업을 위해 조성된 예산 및 기구, 제도를 전반적으로 소개하고, 이 과정에서 어떠한 사회경제적 요소가 고려되고 있는지를 살펴본 뒤, 도시재생사업 제도를 중심으로 사회경제적 재생이 실현되는 과정을 고찰하고, 영국의 도시재생정책이 주는 시사점을 개략적으로 살펴본다.

This paper describes the renewal systems, budgets and a variety of agencies and their relations for the neighbourhood renewal policies in England, explores how the socio-economic issues are considered in the renewal process and finds out the implication for the Korean urban regeneration policy which seems to aim for holistic perspectives.
