АДАПТАЦІЯ ІНОЗЕМНОГО ДОСВІДУ ФОРМУВАННЯ І ВИКОРИСТАННЯ ФІНАНСОВОГО ПОТЕНЦІАЛУ ІНВЕСТИЦІЙНОЇ ДІЯЛЬНОСТІ СУБ'ЄКТІВ МАЛОГО ПІДПРИЄМНИЦТВА В УКРАЇНІ
Анотація
У статті обгрунтовано напрями адаптації іноземного досвіду формування і використання фінансового потенціалу інвестиційної діяльності суб'єктів малого підприємництва в Україні. Акцентовано увагу на необхідності стимулювання малого бізнесу в умовах інтеграції у Європейський Союз та виконання Угоди про асоціацію. Узагальнено досвід постсоціалістичних країн, країн центральної та східної Європи, а також розвинутих країн. Особливу увагу приділено механізмам стимулювання реалізації фінансового потенціалу інвестиційної діяльності у Польщі, Естонії, Словенії, Чехії, Угорщині, Німеччині, Китайській Народній Республіці, Південній Кореї. Здійснена систематизація та узагальнення дали змогу сформулювати ключові пріоритети імплементації такого досвіду у вітчизняних умовах. Аргументовано доцільність інтеграції у глобальну економіку за умов забезпечення належного рівня безпеки суб'єктів бізнесу та країни загалом.

ADAPTATION OF FOREIGN EXPERIENCE OF FORMATION AND USE OF INVESTMENT ACTIVITY FINANCIAL POTENTIAL OF SMALL ENTERPRISES
Summary
The article substantiates the directions of adaptation of foreign experience in the formation and use of financial potential of investment activities of small businesses in Ukraine. Emphasis is placed on the need to stimulate small business in the context of integration into the European Union and the implementation of the Association Agreement. The experience of post-socialist countries, Central and Eastern European countries, as well as developed countries is summarized. Particular attention is paid to mechanisms to stimulate the realization of the financial potential of investment activities in Poland, Estonia, Slovenia, the Czech Republic, Hungary, Germany, China and South Korea. The systematization and generalization made it possible to formulate key priorities for the implementation of such experience in the domestic environment. The expediency of integration into the global economy under the conditions of ensuring the appropriate level of security of business entities and the country as a whole is argued.
Taking into account the results of generalization and systematization of the experience of individual countries, in our opinion, the priority areas of its adaptation in Ukraine to increase the efficiency of formation and use of investment activity financial potential of small businesses are: 1) investing on the basis of program-target orientation industries and sectors (targeted investments), strategic interaction between the state, science and business sector; 2) implementation of the model of innovative development with the use of the system of tax preferences, balancing of regional imbalances caused by different financial potential of territories with the use of mechanisms of technology parks, science and industrial parks; 3) maintaining a sufficient level of financial security in the process of using external financial resources and its attracting to the financial and banking sector, developing the local taxation system, intensifying the use of local budgets for investment purposes, which in Ukraine is possible on the basis of established territorial communities.
