بررسی نقش خوشه‌های کسب و کار زعفران در توسعه روستایی (مطالعه موردی: استان خراسان جنوبی)

چکیده

زعفران از جمله محصولات مهم در استان خراسان جنوبی است که نقش عمده­ ای در کسب درآمد و تأمین معیشت کشاورزان منطقه دارد. هدف اصلی پژوهش حاضر بررسی نقش خوشه ­های کسب و کار زعفران در توسعه روستایی در استان خراسان جنوبی است. این تحقیق در بازه زمانی سال­های 1399-1398 انجام گرفت و جامعه آماری را 987 نفر از مدیران، معاونان و بازاریابان کارگاه‌های فرآوری و مراکز فروش زعفران در استان خراسان جنوبی تشکیل دادند. نتایج تحلیل داده­ ها حاکی از آن است که عوامل اقتصادی و اجتماعی در سطح اطمینان 95 درصد تأثیر مثبتی بر میزان توسعه داشته است. از طرفی در متغیر اقتصادی، گویه "تجاری ‏سازی محصول زعفران" در اولویت اول و گویه "هزینه­ های حمل و نقل، بسته ­بندی، بازاریابی محصول زعفران" در اولویت آخر و همچنین در متغیر عوامل اجتماعی، گویه "انگیزه نوآوری برای تولیدکنندگان محصول زعفران" در اولویت اول و گویه "ریسک‌پذیری سرمایه‌گذاری برای محصول زعفران" در اولویت آخر قرار دارد. لذا می­ توان تجاری­ سازی محصول زعفران با یک برند شاخص، ایجاد یک شبکه منسجم از روستا تا بازار، حمایت‌های مالی و اعتباری دولت، تسهیلات با نرخ وام بانکی کم به کشاورزان و کارگاه‌­های زعفران و ایجاد سیاست‌های توسعه روستایی را پیشنهاد داد.

One of the important products in South Khorasan province, Iran, is saffron, which can play a significant role in the lives of farmers, rural development, and agricultural development. The main objective of this study was to investigate the role of saffron business clusters in rural development in South Khorasan province, Iran, during 2019-2020. The study population consisted of managers (n=100), deputies (n=50) and marketers working in workshop on processing of productions (n=150) and saffron sales centers (n=687) in South Khorasan province. A total of 987 people participated in the study. The dependent variable of study was the role of the saffron business clusters in rural development, and also the independent variables included economic and social factors. The results demonstrated that the factors had a positive effect on the level of development in a 0.95% confidence level. Therefore the commercialization of saffron product by creating a strong brand, the design of a coherent network from the rural area to the market, financial support from the government, facilities with low bank loan interest rates for farmers and workshops on saffron, and the creation of rural development policies are recommended.
