In December 2003 the CPC Central Military Commission declared the newly revised ”The PLA Political Work Ordinance” that defies ”the three wars-psychological warfare, public opinion war and legal warfare” as the People's Liberation Army's important issue in the future. ”The public opinion war” has become significant research in the field of the People's Liberation Army study. China expanded their power to the international community by the application of the public opinion war, and manipulated the public opinion war as an important tool to break away from the social and close to the capital image. China also manipulated the public opinion worldwide to shape the sense of value that China created. It is not only to seize the voice of the international community, but also hope to create an image of ”responsible state” during the international territory. This paper studies on the development of the public opinion war. To clarifying the theoretical meaning, I analyzed and compared it with the ”media war” in United States. ”Peaceful rising” to ”harmonious world” that China advocated was an example for further understanding of the China's manipulating media model in the world.
