본 연구는 현재 시행되고 있는 도로상 미세먼지 관리의 문제점을 살펴보고 버스정류장에 미세먼지 안전관리 시설 등을 설치하기 위한 설치 기준 방안을 제시하는데 목적이 있다. 도로변에서 발생하는 미세먼지는 도로를 이용하는 운전자 외에도 대중교통 및 보행로를 이용하는 국민들에게 가장 직접적으로 영향을 미칠 수 있는 오염물질이므로 지속적인 관리가 필요하다. 도로주변지역 중 버스정류장은 대형경유 버스의 정차 및 발차의 빈도가 빈번하게 발생하고 연구결과 현재 국내 도시 버스정류장 중앙차로의 이산화질소 농도는 도심지역의 2.5~5.3배에 달해 보행자 및 버스이용자가 버스의 승차대기 중 받게 되는 대기오염 피해는 상당히 높은 수준이다. 따라서 이 논문에서는 미세먼지를 차단하는 버스정류장을 도입하기 위하여 버스정류장 설치 기준에 미세먼지 안전관리 장치 등을 설치할 수 있도록 법제도적 도입방안을 마련하고 도로상의 미세먼지로부터 국민을 보호할 수 있는 방안을 제시하고자 한다.

The purpose of this study is to examine the problems of fine dust management on the road currently in place and to present the installation standards for installing fine dust safety management facilities at bus stops. Fine dust generated on the side of the road is the most directly affected pollutant that can affect the people who use public transportation and walking paths in addition to the drivers who use the road, so continuous management is needed. Among the areas around the road, bus stops frequently cause the frequency of stops and departures of large diesel buses, and the current concentration of nitrogen dioxide on the central lane of bus stops in cities in Korea is 2.5 to 5.3 times higher than that of urban areas, causing considerable air pollution damage to pedestrians and bus users during the bus's passenger train. Therefore, in order to introduce a bus stop that blocks fine dust, we are going to prepare legal and institutional measures to install fine dust safety management devices in the standards for installing bus stops and suggest measures to protect the people from fine dust on the road.
