دامنه و تنوع نوآوری‌‌ها در راهبردهای پژوهشیِ محققان مؤسسات سیاست‌پژوهیِ ایران

چکیده

مطالعات سیاستپژوهی و تصمیمسازی می‌‌تواند سهم مهمی در توسعه سیاستهای نظام ملی نوآوری با هدف افزایش کارایی واثربخشی این نظام خصوصا در کشورهای در حال توسعه داشته باشند. پرسش این است که سطح و دامنه راهبردهای نوآورانه اعمال پژوهشی و تحقیقات محققان در مؤسسات سیاستپژوهشی علمی، فناوری و آموزشی ایران چگونه است و چرا چنین نوآوری‌‌هایی میسر میشود و یا نمیشود. بر این اساس در پژوهش حاضر تحقیقی کیفی از نوع داده‌بنیاد با مشارکت محققان چند مؤسسه برای کشف تجربههای زیسته مشترک آنها انجام پذیرفت. یافتههای پژوهش حاکی از آن است که کانون اکتشاف «وضعیتی قطبی» است که محققان را بر سر دو راهی قرار میدهد. از یکسو ساختارها و نهادها وزمینه ها مانع میشوند و از سوی دیگر در نحو‌ه عاملیت خود محققان و ابتکارات پژوهشی آنها نیز نارساییهایی وجود دارد که سطح ودامنۀ نوآوری را پایین میآورد اما متغیرهای مداخله کننده و تعدیل کننده ای نیز هستند که می توانند این بن‌بست‌ها را باز کرده وانواع راهبردهای نوآوری را میسر بسازند. این فرایند به صورت علّی توضیح داده شده و فهرستی از نوآوریها شناخته شده است. ساختارها عمل محققان را محدود می کنند ولی نمی توانند ابتکارات علمی خلاق آنها را بکلی از محاسبه ومعادله بیرون سازند. محققان حسب دامنه و تنوع راهبردهای نوآورانه پژوهشی خود در مؤسسات می توانند به اعمال انتقادی مهم و تغییرات نهادی وساختاری توفیق پیدا کنند.

Policy research studies for decision-making support system can have an important contribution in the development of national innovation system policies with the aim of increasing the efficiency and effectiveness of this system, especially in developing countries.
The question is about the level and scope of innovative strategies of researchers in research institutes of science and higher education policy in Iran; and why such innovations are realized or not. A qualitative research was conducted with the participation of researchers from several institutions to discover their common lived experiences. According to the core concept of this research, researchers are in a "polar situation" on two paths. On the one hand, the structures, institutions, and contextual factors hinder them, and on the other hand, there are inadequacies in the researchers' own way of acting and their research initiatives that lowers the level and scope of researchers' innovations. Despite this, there are also intervening and adjusting variables that can overcome these obstacles and enable various innovative strategies. In the present study, this process has been causally explained and a set of innovations has been identified.
Structures limit researchers' actions, but they cannot completely exclude their creative research initiatives from calculations and equations. According to the scope and diversity of their innovative research strategies in institutions, researchers can succeed in critical actions and institutional and structural changes.
