트리즈(TRIZ) 기법을 적용한 오버투어리즘 대응 방안에 대한 탐색

국내외에서 관광산업은 양적으로 크게 성장하였지만 그에 따른 환경파괴나 지역주민 배제, 관광객-주민 간 갈등과 같이 과잉관광으로 인한 부작용도 심각하게 나타나고 있다. 오버투어리즘은 관광지역이 수용할 수 있는 수준을 넘는 관광객의 유입으로 발생하는 다양한 부작용을 총칭하는 개념이다. 국내외 오버투어리즘에 대한 연구를 살펴보면, 대부분의 연구가 특정 지역의 사례연구를 통해 그 지역을 위한 해결방안을 제시하고 있다. 본 연구는 문제해결의 객관적인 관점에서 오버투어리즘의 현상을 파악하고 보다 거시적인 관점에서 해결방안을 모색해보고자 하였다. 구체적으로 문제해결 기법으로 그 효과성과 효율성을 검증받은 트리즈를 적용함으로써 비기술적 문제해결 도구로서 트리즈의 유용성을 검토하고 제안하고자 하였다. 본 연구에서는 오버투어리즘을 시스템갈등도로 표현하여 지역주민에게 유해한 작용을 일으키는 현상으로 분석하였고, 유해한 작용을 일으키는 요소로 크게 관광지와 관광객으로 구분하여 각각 모순을 분석하였다. 2가지 요소에 나타나는 모순을 분리원리를 적용하여 시간, 공간, 조건, 전체와 부분 등에 따른 다양한 해결방안들을 도출하였다. 또한 도출된 결과를 기존의 정책연구와 관광지 수명주기 이론에 적용하여 비교분석을 시도하였다. 트리즈는 최근 들어 기술적 문제에만 국한하지 않고 비기술적 문제, 특히 서비스 문제에도 확대 적용되면서 그 쓰임새와 활용도가 더 넓어지고 있다. 본 연구의 결과가 오버투어리즘 연구에 새로운 방향을 제공할 뿐만 아니라 문제해결 기법인 트리즈의 활용과 융합에도 관심을 갖는 계기가 되길 기대한다.

Although the tourism industry has grown significantly both domestically and internationally, there are serious negative impacts from excessive tourism such as environmental destruction, exclusion of local residents, and conflict between tourists and residents. Overtourism is a concept that collectively refers to various side effects caused by the influx of tourists exceeding the level that the tourist area can accommodate. Looking at the studies on overtourism occurring both domestically and abroad, most suggest solutions through case studies of a specific area. This study tried to understand the phenomenon of overtourism from an objective point of view of problem solving and to seek a solution from a more macroscopic point of view. Specifically, the application of TRIZ, a non-technical problem-solving tool whose effectiveness and efficiency have been verified as a problem-solving technique, was reviewed. Recently, TRIZ has been applied to non-technical problems, especially service problems, and its uses are expanding. In this study, overtourism is expressed as a system conflict and analyzed as a phenomenon that causes harmful effects to local residents. By applying the principle of separation of contradictions appearing in the two elements, various solutions were derived according to time, space, condition, and system level. In addition, comparative analysis was attempted by applying the derived results to the existing policy studies and tourism life cycle theory. It is expected that the results of this study will not only provide a new direction for overtourism research but also provide an opportunity for interest in the use and convergence of TRIZ to solve problems.
