Данная работа посвящена исследованию цифровизации публичной политики на примере опыта Гонконга и Сингапура и их внедрения программ «умного города». Задачи, которые решались в ходе исследования: 1. Выявить цель, тренды и перспективы современной цифровизации публичной политики. 2. Проанализировать применение современных цифровых технологий на примере заявленных стран, базируясь на официальных документах и публикациях. 3. Проанализировать возможные последствия применения современных технологий. 4. Рассмотреть перспективы развития коммуникационных взаимодействий власти и общества в контексте цифровых технологий в рамках создания международной организации контроля искусственного интеллекта. В основу исследования положен комплексный подход, подразумевающий изучение различных аспектов материалов по цифровизации и применению цифровых технологий в публичной политике с учетом исторического, культурного и политического контекста. Также был применены методы анализа и синтеза официальных документов, материалов научных и периодических изданий по проблеме; методы аналогии, обобщения, сравнения. Вывод по ВКР - усиление роли цифровых технологий в современных коммуникационных взаимодействиях власти с населением. Формирование нового «цифрового» общества, для которого цифровые технологии становятся неотъемлемой частью жизни. Возникновение необходимости в решении проблем, появляющихся в ходе масштабного использования данных технологий. Для их решения предлагается создание международной организации контроля.

The given work is devoted to the study of digitalization of public policy by the examples of the Hong Kong and Singapore experience and its implementation of «smart city» programs. The research set the following goals: 1. To identify the goal, trends and prospects of public policy modern digitalization. 2. Analyze the use of modern digital technologies by the examples of the announced countries, based on official documents and publications. 3. Analyze the possible consequences of the use of modern technologies. 4. Consider the perspectives for the development of communication interactions between government and society in the context of digital technologies within the framework of the creation of an international artificial intelligence control organization. The research is based on an integrated approach, implying the study of various aspects of materials about digitalization and the use of it in public policy, taking into account the historical, cultural and political context. Among the general scientific methods, the paper based on analysis and synthesis, which were applied in the study of official documents, materials of scientific and periodicals about the problem. Also in the research study were applied methods of analogy, generalization, involving the study of methods and results of the implementation of «smart cities» programs in Hong Kong and Singapore. In addition, the method of comparing (these two programs) was used to identify differences in its implementation, problems and development prospects. The research conclusion is the strengthening of the digital technologies role in modern communication interactions between the government and society. Now we see the formation of a new «digital» society, for which digital technologies are becoming an essential part of life. To solve problems arising from the technologies large-scale using, it is proposed to create an international control organization.
