In the 1920s a mass of Chosŏn farmers migrated to Japan seeking an escape from the harsh living conditions derived from the structural contradictions in agricultural policies implemented by the Japanese imperialism. But because of the difficult regulations the Chosŏn laborers who couldn"t migrate easily turned into vagrants and became a social problem in Busan. As a consequence in May 1924 Busan youth society, an organization made mostly of community leaders of Busan, held a city-wide rally. Efforts made by the citizen representatives including An Hee-Jae, a national independence movements leader, were widely reported by the press, and the problem regarding the restriction of Chosŏn labor-based migration became a country wide issue. Socialist youth organizations and labor unions joined in demanding the abolition of migrating restrains.
At first community leaders of Busan approached the migration issue as a regional problem, but as the conference progressed, this issue gradually turned into a national one. In the course of events, nationalists mainly criticized the internal confliction of the so-called “cultural policy” focusing on national discriminations, while socialists searched for a solution to resolve both class and national issues. Despite of the ideological difference between these two groups, they agreed on the final point of destination; that is, resolving migration restrains and criticizing the agricultural policy carried on by Chosŏn Government General as the source of the problem. This ‘almost’ resulted in a united front, meaning that the united nationalist movement of nationalists and socialists was initially sought in the course of Busan citizen rally.
