Resumo

O presente artigo visa analisar as condições de acesso à Educação Infantil (EI) no município de Araucária e a influência que estas vêm sofrendo pela atuação do Ministério Público (MP), ator que vem se tornando relevante no acirramento dos conflitos por ampliação de vagas na EI do município. Para tanto, será analisado o contexto do financiamento da etapa nos entes municipais – de modo geral e no caso específico do Paraná – e as limitações existentes neste cenário. Por fim, serão analisados os instrumentos judiciais e extrajudiciais utilizados pelo MP em Araucária, bem como seus efeitos nos padrões de oferta, levando em conta que esses padrões são primeiramente condicionados pelos recursos existentes.

Abstract

This article aims to analyze the access conditions to Early Childhood Education (ECE) in Araucária (Paraná) and the influence that plays on them the acting of the Public Prosecution, a relevant actor in the intensification of the conflicts concerning the expansion of ECE enrolment in the municipality. For this purpose, the context of ECE funding by the municipalities - in general and specifically in Paraná state - will be analyzed along with its limitations. Lastly, the judicial and extrajudicial tools used in Araucária by the Public Prosecution will be analyzed, as well as their effect on the provision patterns, noting that these are fundamentally conditioned by the existing funds.
