초록

본 연구의 목적은 2003년~2008년 가계조사자료를 활용하여, 한부모와 양부모의 빈곤추이, 사적이전과 공적이전의 빈곤감소효과 변화, 그리고 한부모와 양부모 가구의 빈곤 및 빈곤갭에 영향을 미치는 요인을 분석하는 것이다. 이를 위해 가구유형을 양부모와 한부모로 분류하였고, 빈곤선 역시 최저생계비 기준과 함께 균등화된 중위소득 50%를 병용하였으며, 가구유형과 빈곤선에 따른 빈곤율･빈곤갭의 추이 및 이전소득에 의한 감소효과와 헤크만 2단계 모형을 통한 빈곤 및 빈곤갭 분석이 수행되었다. 주요 연구결과에 대한 요약은 다음과 같다. 첫째, 빈곤선의 기준에 따라 차이는 있었으나, 한부모 가구의 빈곤율은 20~30% 정도로 양부모 가구의 3~3.5배 이상이었다. 둘째, 한부모 가구 경우 2003년에서 2008년 사이에 사적이전의 빈곤감소 효과는 소폭 감소한 반면, 공적이전의 빈곤감소 효과는 크게 증가하였지만, 중위소득의 50%를 기준으로 할 경우 이러한 효과는 상당히 퇴색되었다. 양부모 가구의 경우에는 어떤 빈곤선을 적용하든 공적이전의 기능이 여전히 취약하고, 사적이전의 빈곤감소 효과가 훨씬 더 큰 것으로 나타났다. 셋째, 2008년 가계조사자료를 활용하여 한부모 가구와 양부모 가구의 빈곤 및 빈곤갭에 영향을 미치는 요인에 차이가 있는지를 분석한 결과, 1단계 빈곤여부에 대한 분석에서는 양부모와 한부모 모델 모두에서 가구주 성별, 실직여부, 자녀수, 교육수준, 직종, 이전소득의 영향력이 통계적으로 유의하였지만, 2단계 빈곤갭에 대한 분석에서는 한부모와 양부모 모델 간에 상당한 차이점이 관찰되었다. 이러한 실증분석 결과를 바탕으로, 빈곤선의 기준과 공적이전의 확대에 관한 이론적 함의와, 생산가능 인구에 대한 보편적 정책 및 한부모 가구에 대한 선제적 지원 등 정책적 함의를 논의하였다.
