초록

이 연구는 핵심역량을 둘러싸고 OECD로부터 행사되는 글로벌 교육과정 거버넌스의 성격은 무엇이고, 이에 대응하는 일국 중앙정부와 로컬의 전유 방식은 어떠한가에 대한 연구문제를 밝히고자 한 것이다. 논의해 본 결과 첫째, 글로벌 수준에서 OECD의 교육과정 거버넌스의 영향력은 동조 압력과 원거리 통제의 행사라고 해석할 수 있었다. 둘째, 일국 수준에서 한국은 OECD에의 소속감과 정체성을 확보하기 위해 그리고 동시에 한국 교육의 경로를 바꿀 수 있다는 희망을 제시하기 위해 핵심역량을 도입하고 있다. 셋째, 로컬 수준의 사례로 살펴 본 경기도교육청에서는 배움중심교육 확대를 위한 교육과정 재구성 운동에 정당성 부여를 위해 OECD의 권위를 활용하는 것으로 나타났다. 한편 한국에서는 핵심역량 담론에 대한 일국과 로컬의 적극적 활용에도 불구하고 글로벌 정당성과 기존 체제 사이에 발생하는 디커플링 문제에 직면하고 있다. 분석 결과, 한국은 OECD의 핵심역량 교육과정에 매우 예민하게 대응하고 있으며, 가급적 외부 정당성에 기대어 핵심역량 교육과정 중심의 개혁에 대해 설득하려는 경향이 강하다는 것을 보여주고 있다. 이러한 외부화는 내부의 쟁송을 생략하기 위한 전략적 행위일 수 있기 때문에 외부 정당성에의 지나친 종속은 내부 정당성을 세워 나갈 수 있는 숙의 과정 자체를 고사시킬 우려가 있다. 이에 본 연구자는 주요 교육과정 문제를 두고 내부 정당성 숙의를 충분히 수행할 수 있는 학문적 논쟁의 공론장이 더 열려있어야 함을 주장하였다.
