이 연구는 복지국가와 사회적 평등성을 국가 건설의 비전으로 삼고 종합학교체제를 통해 모든 학생에게 ‘좋은 학습’과 ‘복지’라는 국가교육과정의 목표를 성취하고 있는 핀란드의 종합학교 교육과정 편성․운영의 특징을 고찰하는 데 목적이 있었다. 이 연구에서는 먼저, 성공적인 학교교육과정 편성․운영의 배경과 맥락이 되는 핀란드의 종합학교 체제를 고찰하였다. 교육과 복지를 하나의 체제로 보는 관점에서의 교육정책과 종합학교체제는 핀란드 교육을 성공시키는 요인인 것으로 나타났다. 둘째, 종합학교 교육과정의 개발 체제 및 관련법령, 개발의 철학과 초점, 국가교육과정의 특징, 지역 및 학교 수준의 종합학교 교육과정의 특징을 분석하였다. 국가, 지역, 학교(교장과 교사)는 상호협력을 하면서 자율을 행사하는 방식으로 종합학교 교육과정을 개발하는 것으로 나타났다. 국가교육과정에서는 ‘학습’을 분명하게 개념화한 다음 모든 교육과정 구성요소에 이를 일관되는 방식으로 반영하고 있으며, 교과군/교과, 학년군의 아이디어를 도입하고 있고, 다양한 학습자의 학습조건과 학습전략 등에 대하여 내용의 많은 부분을 할애하고 있는 것으로 나타났다. 학년이 올라갈수록 교과군/교과의 수가 증가되지만, 지역과 학교수준에서 집중이수제, 학기제, 분기제 등을 활용하여 학기당 분기당 학생이 이수해야 할 교과의 수를 전 학년 수준에서 5개 이하로 편제할 수 있게 하고 있었다. 또한 복지지원단이 교사와 함께 학생의 학습을 지원하는 방식으로 학습과 복지의 목표를 달성하고 있었다. 마지막으로 핀란드 종합학교 교육과정의 편성․운영의 특징이 우리나라 2009 개정 교육과정에 제공하는 함의를 논의하였다.
The purpose of this study was to inquire about the basic features of the Finnish comprehensive school curriculum. For this purpose, first, the characteristics of a comprehensive school system which explains the success of the Finnish education were discussed. Second, the Finnish comprehensive school curriculum development system were investigated to find how the three decision-making authorities(national, municipal, and school levels) are cooperated and interrelated in order to achieve the consistency and coherence of the comprehensive school curriculum among the three decision-making levels. Third, the features of the comprehensive school curriculum developed at the national level were analyzed. The forms and structure of the curriculum and the ideas of subject groups, grade clusters, intensive courses, flexible number of periods of a school year were studied to analyze how the Finnish comprehensive school curriculum contributed to the success of the Finnish education and how individual schools exercised the autonomy in developing their own school curriculum. Fourth, the teacher education system which was found to be one major factor to affect successful learning outcomes was investigated. Finally, implications for the development of subject matter curriculum according to the 2009 revised national curriculum were discussed.
