The rising power of public sector unions, long overlooked, came into full view with the bitter clash in Wisconsin. But it has been building since the mid-1990s when government unions took the helm of the AFL-CIO. The ground operations of the public sector unions make them an enormous asset for the Democratic Party. But their insatiable demands create conflicts that are difficult to resolve.
