<論説>ウォルター・E・ワイル : ある革新主義者の市民的変革論について

Abstract

ウォルター・E・ワイルは今世紀初頭から第一次大戦期にかけてのアメリカの精力的な改革的時論家であった。彼は一九一二年刊行の主著『新しい民主主義』において、一九世紀末からアメリカ社会に生起したという特権的社会集団、「金権階級」の存在を批判し、最終的には彼らの廃絶に向かうべき改革論を展開した。一方で経済的民主主義の実現を現代の最大の課題と論じたこの改革論は、他方政治的には、なにより「市民」の改革への自覚を訴え、あわせてそうした「市民」の自覚的な政治行動に必要となる、彼らの政治的結合への結節点を提起しようとした、その意味で、文字通り市民的変革論とでも呼ぶべき内容の改革論であった。本稿は、『新しい民主主義』の分析を中心として、このワイルの市民的変革論をできるだけ包括的に理解することを課題としている。そこでの「市民」とはいかなる内実のものか。つぎに「市民」と労働運動との係り合い。そして最後に「市罠」の政治的結合への結節点について。それらがここでの主な分析の対象である。

It was in his chief work, The New Democracy published in 1912, that Walter E. Weyl, generally known as one of the founders of New Republic, discussed the need of reorganizing contemporary American society, specially in criticizing the Plutocracy and insisting on its final banishment. Well the reform theory might also politically be called the citizens' reform theory to the effect that he thereupon appealed to the " citizens " as the driving force of such a reform, and further presented the plans by which they could be united for the reform. This article comprehends the so-called citizens' reform theory of his own, as totally as possible through analysing The New Democracy and his other essays. Particularlly the following problems are examined here. What social groups did the "citizens ", consist of? Next, what was the relationships between the " citizens " and the labor movement in his understanding? And finally, what plans did he present for making the " citizens " unite politically ?
