This paper aims at clarifying the essential qualities in the creation period of the Field Studies Council (FSC) in Britain, which is a pioneering educational charity committed to bringing environmental understanding to all, in terms of the background of its establishment, the enterprise development and the organisation management. The creation period covers 12 years between 1943 and 1955, when the FSC original name was the Council for the Promotion of Field Studies (C.P.F.S.). The following points are clarified as the essential qualities of the C.P.F.S. in this period. (1) The C.P.F.S. was established mainly by an education administrator and an ecologist, and aimed at development of the educational environment with the purpose of providing professional instructions for natural history and ecology. (2) Four field centres were opened in England and Wales as field study facilities, and field studies at the centres were performed largely by the secondary students for preparing the examinations, such as G.C.E. (3) Each field centre came up with schemes for fund acquisition and a central office advanced its personnel organisation for aiming at the self-supporting accounting.
