Abstract

Today, migration is experienced from rural areas, which are under development pressure, having declining rural economy, difficulties in accessing services, and decreasing living standards, to urban areas. For rural settlements near to urban areas, rural characteristics are lost due to uneven development. The status of many village has been redefined as neighborhoods within the framework of the Law numbered 6360 in Turkey. Rural design guidelines can be prepared to conserve the cultural and natural values and to develop rural character. It should be kept in mind that design guidelines cannot be used instead of development plans and the guidelines do not eliminate the need for development plans. This study focuses on the conservation and planning of the rural area through the example of the Geneyik rural neighborhood, near the Gaziantep city centre. The main aim of the study is to define how to adopt the upper scale national and regional plans and policies to the local scale and spatial strategies at local scale for implementation, as an integral part of rural development. It is aimed to contribute to conservation of the cultural and natural values of Geneyik, development of the rural character and sustaining social and economic development.
