Empirical distribution of protest casualties, 1991–2012.

The distribution of protest fatalities and casualties according to the Nonviolent and Violent Campaign Outcomes 3.0 dataset [66]. Represented are 6,649 protests from 05.10.1991 to 12.31.2012. Normalizing protest size makes both lines appear flat: the fatality and casualty rates are approximately zero for protests larger than 1,000 (.01), the first percentile of the size distribution.
