Abstract
College presidents are caught in the tension between pressures for quality and the unfinished agenda on access. Relationships between trends in minority student enrollments and leadership priorities for improving access support a view of college leadership that is essentially reactive rather than proactive on such issues as minority achievement. External forces promoting attention to access issues are more influential in securing college commitment than internal influences.
