This editorial essay (1) describes public administration and its relationship to technology transfer, (2) discusses conflicting tendencies in public administration and technology transfer as they are currently understood in the United States, (3) explores how a reciprocal, comparative, and international approach to technology transfer might enrich the study and practice of public administration, and (4) proposes an agenda of issues that reciprocal technology transfer might help public administration scholars and practitioners address globally, clustered around five themes: governance, democratization, societal equity, administrative capacity, and ethics.
