Issue Brief 4: Plan S & the Quest for Global Open

Abstract

Plan S is an ambitious, EU-based effort attempting to accelerate the global transition to open access. While this plan isnât the only one trying to improve open, or the first, it has generated much interest and discussion. What does the future hold for this plan and for global open efforts in general? Time will tell.
