ABSTRACT

This chapter provides a more in-depth background to better understand the Collaboration Framework from the perspective of the role played by governance and governmentality in integrated project delivery (IPD) projects. It explores governance and governmentality at the project front end, through gateway processes. The chapter investigates how IPD projects operationally manage the design and delivery stages through governance structures such as an alliance management team and an alliance leadership team and how various tools, techniques and processes are used to govern project delivery to minimise the impact of surprise events. It highlights governmentality aspects that are relevant to IPD style projects. The Norwegian government took an active lead in improving public-sector investment projects in 2000, following a period of vast budget overspends, accompanied by projects that were delivered too late and with fewer benefits delivered than originally planned. The Norwegian governance framework introduced has significant influence over all the dimensions of public projects.
