Abstract
There are no especially hazardous industrial objects in the northeast of Russia that could cause great human losses or lead to ecological catastrophes (emergency situations). The accidents that have happened due to brittle fracture of metal structures mostly caused great economic losses. For example, in the early 1980s, breakdowns of power wheels on dump trucks of high carrying capacity at low temperatures led to high costs for the well-known American company Unit Rig for replacement of the power wheel case by more cold-resistant steel. Numerous breakdowns of excavator booms at low temperatures caused changes in their entire production cycle, which was also very expensive.
