Abstract
A stationary spectrum in the frequency range much below the ion cyclotron frequency is obtained for a strongly turbulent nonuniform plasma. The -integrated spectrum is given by , while the width of the frequency spectrum is proportional to , where is normalized by . The result compares well with the recently observed spectrum in the ATC tokamak.
