Abstract
Two observed structures with and are the same states [] in Particle Data Group. In this paper, analysis of the mass spectrum and calculation of the strong decay for mesons support the assignment of and as the low- and high-mass states for . This analysis reveals very important criteria for the assignment of the observed , and experimental findings for this assignment are suggested. Additionally, some partial decay widths are predicted based on the high excitations of the family. This study is crucial for establishing and searching for the higher excitations in the future.
