The CLEO Collaboration recently has announced the discovery of an excited charmed and strange baryon. We estimate the expected width of this new member of the ${\Xi }_c$ family. We discuss the phenomenology of the excited $\mathrm{csq}$ and $\mathrm{css}$ states, and consider what additional charmed baryons might be observable in the future. We point out that the final state ${\Xi }_{c}K$ could be an interesting new channel to examine.
