We present the general quantum-mechanical formula for the photodetachment cross section of ${\mathrm{H}}^{\mathrm{-}}$ in the electric and magnetic fields with any orientation and the comparison of the quantum-mechanical cross sections to the cross sections calculated from the closed-orbit theory.
