Abstract
The article emphasizes the degree to which the polices of national governments, rather than anonymous market forces, conditioned the multinational spread of the largest Continental European Enterprises.

This article reports some of the findings of a study of the evolution of the foreign operations of the largest European manufacturing organizations based in Belgium, France, Germany, Italy, Luxemburg, the Netherlands, Sweden and Switzerland. The article is based on a reconstruction of the histories of the Continental European companies that had industrial sales exceeding $400 million in 1970.
