Abstract
The previous chapters have examined the question of whether institutions were neglected in transition (finding that they were not) and how much institutions mattered relative to other factors for transition success (showing that they were as important as policies and personalities, if not more so). This chapter will complete our examination of institutions in transition by bringing it to its logical conclusion: if institutions were indeed developed during transition, and if they were important for transition success, which institutions were most important?
