Abstract

The management of transboundary energy resources is extremely important to international relations. Poor or ineffective management can have damaging consequences. This was seen most recently in the Middle East in 1991. The lack of an effective regime for the management of the oilfields straddling the boundary between Iraq and Kuwait allowed Kuwait to develop more oil than was perhaps equitable. This led in part to Baghdad’s decision to invade. The resulting destabilisation of both states, the region, and indeed the international community, is well documented.
