Abstract
Bottom-up is a concept that has emerged in recent years and recurs frequently in discussions on EU legitimacy and efficiency, and on ways to improve them. It was brought into focus in internal EU politics by the failures of constitutional referenda, and in foreign policy by interventions abroad which forced a reconsideration of traditional top-down relations.
