Abstract

After laying down the theoretical and conceptual foundations for this study in the previous two chapters, in this chapter I examine why this mode of governance has emerged at this particular historical juncture. The issue of timing is crucial for our understanding of the social, political and ideological environments in which SBIs have developed, and thereby the interests associated with their promotion and the sorts of political and social conflicts that run through them.
