Abstract
‘If you want a policy to be adopted, you first have to get decision-makers to talk about it.’ This could be a very brief summary of why ‘agenda-setting’ has become such an important topic in political science and policy studies. Agenda-setting is not concerned with the actual decisions that are taken, but with the issues that decision-makers devote attention to: the issues they talk about, think about, write about and take into consideration.
