A flattening effect is observed in turbo codes under non-terminated conditions. This effect can be effectively eliminated by changing the reading principle of turbo interleavers. An explanation of this effect is given. By removing the flattening effect, the performance difference between the terminated and non-terminated cases becomes marginal.
