Abstract
This paper presents the framework and methods of the project STRATUM (Strategies for Teaching Understanding in and through Modelling), whose aim it is to design and evaluate teaching units for supporting the development of modelling competencies in low-achieving students at the German Hauptschule. The teaching units are based on the theory of modelling and on results acquired through educational research. We will explain major characteristics of the teaching units and give examples, as well as present the research design and the instruments. A major challenge of the project was the design of a modelling test. We will show how it was tailored to meet the framework of the study. The psychometric quality of the test indicates that it is suitable for the evaluation of our teaching units.

Notes
Modelling means solving open, reality-based problems. For a more precise definition see 2.2.
The six competencies are: Solving problems mathematically, mathematical reasoning, communicating, using mathematical representations, dealing with symbolic, formal and technical elements of mathematics and mathematical modelling.
In Germany there is a tendency towards abolishing the Hauptschule. However, in some federal states it still exists, for example in Baden-Württemberg.
There are also comprehensive schools which combine all three school types, but in Baden-Württemberg there are so few they have little significance.
PALMA looks at all types of German schools. It began as a reaction to the German results of PISA and aims to provide a deeper insight into student development.
According to PISA, modelling is the process of solving a context-related problem, the context being taken from mathematics or the real world (Klieme et al. 2001, p. 143) (see below).
The concept of technical modelling does not meet our definition of modelling (see 2.2).
Within the framework of PISA (Artelt et al. 2001a, p. 271), the term “self-regulated learning” is defined as the competency of students to set aims, to choose techniques according to content and aim, to correct them if necessary and to evaluate one’s own procedure (see below).
For reasons of space we will only give main definitions. For a more detailed discussion of modelling see Maaß (2010).
Of course there are tasks which meet the requirements of both the modelling definition of PISA and of STRATUM.
Metacognitive modelling competency means metacognition in relation to modelling. The concept of metacognition is not defined in a unified way. Definitions range from reflecting on how we think to self-regulation of one’s own work (Schoenfeld 1992; Sjuts 2003). Metacognition in relation to modelling includes knowledge of the modelling process and knowledge of strategies for solving modelling tasks.

For example, we can focus on validating by using a so-called validation task. Here a model or a solution to a task is already given and students are asked to validate this: What do you think about it? If the validation leads to the insight that the given model or solution is not appropriate, the whole modelling process must be carried out in order to find an appropriate solution. Due to the focus of the paper we will not go into more detail here (Maaß 2010).
The students’ task version contained a photograph.
Normal lessons: Teachers were asked to teach as they usually do. As the results from PISA show (see 2.1), modelling is not normally included in day-to-day teaching. However, we could not dictate to them that they should omit modelling, as this is part of the curriculum.
