  1. Angesprochen waren informelle Beziehungsmuster auch bereits in der Korporatismusdebatte, in welcher der Blick auch auf demokratiesperrige exklusive Beteiligungsverfahren gelenkt wurde. Allerdings geschah dies ohne eine explizite institutionentheoretische Rahmung.
