She is author of Revenue Patterns in U.S. Cities and Suburbs, Federal Aid to Houston,and many articles on municipal finance. She has been involved in studies examining the intergovernmental fiscal dimensions of federally funded, locally administered programs for the Brookings Institution, the National Academy of Public Administration, the Columbia University Conservation of Human Resources Center, and the Princeton Urban and Regional Research Center.
He has taught at Columbia, Harvard, and Yale universities and the Sorbonne; and has worked for the Brookings Institution, the Urban Institute, the U.S. Conference of Mayors, and the U.S. Department of Housing and Urban Development. He has published more than 100 books and articles on urban decision making and policy and is international coordinator of the Fiscal Austerity and Urban Innovation Project.
