Policy Fellow at the Harvard Institute for International Development. He has conducted school research in Egypt, El Salvador, Honduras, Jordan, Pakistan, Paraguay, and has provided policy advice on issues of education reform to governments in those and other countries in Latin America. He is currently directing a project to support a national education reform in Paraguay.

Associate Professor at Wheelock College, a teacher-preparation institution in the United States, and has consulted on issues of teacher preparation for a number of international organizations. In addition to preparing teachers in the United States, she has conducted inservice training programmes for groups of teachers in Mexico, Paraguay and Venezuela, and has visited primary schools in Central and South America, Jamaica, Egypt and Pakistan.
