Abstract

The development of a community mental health center as described in federal legislation requires an understanding of certain basic principles and guidelines which are applicable regardless of the geographical or cultural setting. This paper focuses on the catchment area, administration, continuity of care, staffing and funding of community mental health centers. A companion paper explores the area of planning for services.
