Abstract

The objective of this study was to assess the relationship between the Hariri Foundation, a grantor at the university level, and its grantees. The study was based on a simple random sample of 400 grantees enrolled at the American University of Beirut. The four aspects of the relationship underlying the study pertained to: (1) how the students received the grant; (2) whether the grant was warranted by financial need; (3) the extent of the professionalism of Hariri Foundation's personnel; and (4) the magnitude of the recipients' appreciatin for the grant. The findings showed that the Foundation is not autonomous in selecting its grantees. Outside pressures, mainly from political and militia leaders, appear to have prejudiced the profile of the Hariri Foundation's grant recipients. A clear majority of respondents expressed their conviction that the Foundation's personnel had failed to exhibit even a semblance of professionalism in dealing with them. Simultaneously, most respondents were reluctant to express appreciation for the grant.
