Abstract
Consumer groups and legislators are clamoring for accountability and higher degrees of service relevance from mental health providers. This trend has evolved because mental health agencies have established programs without clearly defined objectives, and have resisted the evaluation of their services. This paper addresses these issues and presents an evaluation model for a partial hospitalization program. The evaluation instrument, the Functional Baseline System (FBS), is presented with its use in assessing program effectiveness and efficiency.
