Abstract
Focus of the present exercise is to find out the levels of deprivation among various clearly defined socio-religious communities (SRCs) in Telangana and highlight relative backwardness among them, including the Muslim-OBCs. A composite index indicating levels of deprivation or backwardness is derived using such parameters that the Mandal Commission has developed for identifying backward classes but with certain modifications to reflect contemporary conditions. The robust survey data was made available by the Commission of Inquiry (Government of Telangana), the NSSO and DLHS to assess and estimate relative backwardness. The exercise has clearly shown that Muslim-OBCs in Telangana State are deprived more than Hindu-OBCs and hence needs affirmative action for their upliftment. This is an empirical and methodological analytical exercise which can be replicated to understand the depth and size of inter-community deprivations across all states of India.
