Abstract
Between 1997 and 2013, the trajectory of the Islamic Republic of Iran was rerouted into two quite opposite directions. This change came about through two presidential elections and the circulation of power afterwards, albeit within the same system and under the same leadership. Changes in trajectory, though had implications for the political participation of advocacy NGOs. However, the literature of political science still lacks an analytical tool of study explaining the systematic variation between sets of opportunities and constraints that can exist within one political regime. This study is an effort to do deal with this issue.
