The Phoenix and the Eagle: Catalan Political Economy and the Habsburg Monarchy of Charles III/VI

Abstract

This essay considers the debates about commerce, companies and manufacturing in Spain in the late-seventeenth and early eighteenth centuries and how these debates came to influence political economy among the Spanish exiles who surrounded the former king Charles III, now emperor Charles VI, in Vienna. The Catalan political economist Narcís Feliu de la Penya i Farell (1642–1712) saw an opportunity to revitalize commerce through commercial connections with Europe and the Americas. The ambitions reached a high point during the years of the Austrian court in Barcelona (1705–11), but the loss in the War of Succession and the departure from Spain of many thousands of Austracist loyalists to Central Europe after 1711 brought an end to de la Penya’s hopes for a reformist agenda, but it lived on, in theory, and in practice, in the aspirations and activities of the exiles in Vienna, and in the debates about companies, freeports manufacturing and taxation in the later reign of Charles VI.
