Abstract
Concern about technology is understandable. Moving inexorably, it draws along with it the society in which it is embedded, and there is no going back. If we hanker for benign technology, then designing monstrous, damaging things must be controlled; only in designs can the destructive potential of the techniques be released. So how do we ensure that designers will not use the available techniques in ways we fear? The answer is at once simple and yet difficult. To continue as the dominant species on this planet we are obliged to make ourselves more ethically aware and more morally responsible, a big task yet maybe not impossible. Simply trying harder will not be enough: we need a change of mindset. It is particularly in the aftermath of technology revolutions that ethical problems become acute. Collective use regulation for new technology may be the only solution.
